Third: Sub-committees
1- Emirates' Election Committees
Article (12):
The NEC shall form the emirates' election committees in coordination with the courts of rulers and shall be headquartered in the concerned emirate, provided that the following representatives shall be taken into consideration when forming it:
- A representative of the emirate's ruler's court.
- A representative of the emirate's police
- A representative of the emirate's municipality.
- Two community members.
The ruler's court shall select a chairman of this committee from its members.
The emirate election committee shall have the right to assign a number of employees to assist it in discharging its tasks.
Article (13):
Each emirate election committee shall coordinate with the Election Management Committee with respect to the technical and administrative matters related to the progress of the elections in the emirate. It shall do the following in particular:
- Spotting its headquarters in the emirate and coordinating communication with the Election Management Committee.
- Receiving the final list of the Electoral College and notifying the members thereof.
- Receiving the forms related to the electoral process from the Election Management Committee and ensuring they are available in the committee headquarters.
- Coordinating with the emirate's police to ensure the availability of a sufficient number of policemen on the election day as per the instructions of the election security committee.
- Coordinating with the emirate's municipality to spot the election publicity places for the voters.
- Proposing a voting centre in the emirate in coordination with the Election Management Committee.
- Spotting places for the seminars and meetings to be held by the candidates with the voters.
- Submitting the emirate's candidacy applications to the Election Management Committee after ensuring that all the conditions contained therein have been met.
- Receiving appeals and ensuring that all the required data and information are in it before submitting the same to the Election Management Committee.
- Monitoring the implementation of the electoral campaign controls in the emirate and submitting reports and comments on all violations to the Election Management Control.
Article (14):
The Election Management Committee shall shoulder the responsibility of coordination between the various emirates' election committees and the NEC and shall seek the assistance of the necessary procedures.
2- Media Committee
Article (15):
The NEC chairman shall chair the media committee and seek the assistance of a sufficient number of experienced people in this field.
Article (16):
The media committee shall spread awareness in elections and motivate people to take part in them. It shall also coordinate with the various mass media tools to spread awareness with regard to the FNC elections.
Article (17):
The media committee shall coordinate the use of official mass media forums to display programmes to the candidates in a manner that ensures equality and equal opportunities among all the candidates.
3- Security Committee
Article (18):
The Under-secretary of Ministry of Interior shall form the security committee for the elections under his chairmanship. The security committee shall consist of the police representatives who are members of the emirates' committees. The chairman shall seek the assistance of a sufficient number of people experienced in this connection.
Article (19):
The NEC shall approve a security draft plan for the elections as submitted by the security committee well before the commencement of elections. The security committee shall determine the human resource required in the field in line with safe and free elections.
4- Election Management Committee
Article (20):
The Under-secretary of Ministry of State for Federal National Council Affairs shall form the Election Management Committee under his chairmanship. He shall seek the assistance of a sufficient number of people experienced in this connection.
Article (21):
The Election Management Committee shall be entrusted with the following tasks and powers:
- Giving guidance to, supervising and controlling the committee members in line with the regulations in force and the NEC's decisions.
- Coordinating with the competent authorities as well as sub-committees to discharge the assigned tasks and duties.
- Identifying the human resource and financial capabilities needed to complete the work, and conveying the same to the NEC.
- Proposing the regulations and decisions related to the tasks of the Election Management Committee and affiliated committees for endorsement by the NEC and follow-up.
- Following up on the implementation of the NEC's directives and decisions given to the sub-committees with regard to the preparations for the electoral process and submitting follow-up reports to the NEC.
- Preparing the budgets of the electoral processes.
- Taking all the procedures required for the safety of the elections.
- Receiving appeals for submission to the NEC.
- Submitting the recorded election results to the NEC in preparation for the final announcement.
- Discharging any other tasks assigned by the NEC.
Article (22):
The Election Management Committee shall track the progress of the elections, ensure the safe implementation of the procedures related to the electoral process and inspect the voting centres before and during voting to ensure that the committee headquarters are acceptable, safe and in line with the legal conditions.
