Fourth: Candidacy Rules

Article (23):

Each member of the Electoral College shall have the right to apply for the FNC membership as long as he/she meets the conditions stated in the Constitution. To do so, the member shall submit the dedicated form within the candidacy period specified, together with a document attesting that AED 1000 has been deposited with the NEC treasury.

A candidate shall have the right to relinquish his/her candidacy by notifying the emirate election committee at a date fixed by the NEC.

Article (24):

Each candidate may select a representative from those recorded in the electoral list, provided that he/she submits an application to the emirate election committee as per the approved form at least 7 days before the date fixed for the elections. The candidates' representatives shall be approved by the NEC. The role of a candidate's representative is limited to attending the electoral process and sorting procedures and exercising the candidate's relevant powers.

Article (25):

Without prejudice to the relevant provisions included in the observed HR Law, every government employee shall have the right to apply for the FNC membership. However, he/she shall be temporarily suspended from work as a government employee from the date of announcement of the candidates list, but may return to his job if he/she has not win the elections. The suspension days shall be deducted from his/her quota of leave or shall be treated as an unpaid leave if there is not enough pending leave.

If a candidate is a member of the military, he/she should obtain the approval of his/her superior(s) for the leave.

If a candidate is a member of the judiciary, he/she should resign from work when running for candidacy.

Article (26):

If the number of candidates is equal to the number of seats allocated for the emirate, the candidates shall be deemed as elected by acclamation. However, if the number of candidates is less than the number of seats allocated for the emirate, by-elections shall be held for the remaining seats.
