First: General Rules For Elections

Article (1):

For the purpose of implementing these regulations, the below terms and phrases shall mean as stated beside them, unless otherwise stated:

  • State: United Arab Emirates.
  • Council: Federal National Council.
  • National Committee: National Election Committee.
  • Electoral College Member: Every person whose name is mentioned in the voting list issued by the emirate he/she represents.
  • Election Management Committee: The administrative, financial and technical body for managing the elections.
  • Voting Centre: Any dedicated place in each emirate for the members of the Electoral College to cast their ballots in the electoral process.
  • By-elections: Elections held in case of equal ballots for a number of candidates, elections cancelled in a centre or more, or no or incomplete electoral process has been implemented.
  • Election Guide: A set of procedural and executive instructions issued by the NEC in a special guide when implementing any stage of the electoral process.
  • Sub-committee: Any committee formed by the NEC to implement the electoral process in all its aspects.

Article (2):

The purpose of the FNC membership is to represent the people of the federation and not only the emirate, to seek to enhance national belonging and to ensure public welfare.

Article (3):

Each emirate shall have an Electoral College that is represented by people comprising a minimum of 300-times the seats allocated for each emirate in the FNC, as specified in the Constitution. The members of the Electoral College shall be nominated by the rulers of each emirate.

The NEC shall approve the final voting lists, which shall include all the data and information related to the voter after ensuring that they meet the required conditions.

Article (4):

Every citizen whose name is listed in the Electoral College of the emirate shall have the right to vote.

Article (5):

Each member of the Electoral College shall exercise the right to vote only in the emirate he/she represents.

Article (6):

Every voter shall have one vote, but a voter may vote for more than one candidate in the emirate he/she represents, provided that this number shall not exceed half the seats specified for the emirate in the FNC. A voter must not cast his/her ballot more than once in every electoral cycle and must not appoint another person as representative or authorize him/her to cast his/her ballot.

Article (7):

The official list of the Electoral College for each emirate shall be announced by the NEC. The Election Management Committee, however, shall take the necessary procedures to notify the voters thereof. The approved voting lists shall be regarded as conclusive proof during the election.
